Используйте хостинг с поддержкой модов для запуска своего сервера на таком ядре. На вашем компьютере и на хосте где нет поддержки модовых ядер оно не запустится.
Могу посоветовать хостинг BungeeHost - там есть установка ядра для модов в 1 клик.
Это из-за MoreBerries. Его автор выпустил версию 1.4.6 для снапшотов к 1.18.2, а сайты-репостеры (с которых ты 99% его и скачивал) за каким-то хреном пометили её как совместимую с 1.18.1, что не так. Об этом уже велось обсуждение в https://goo.su/b9Gc на GitHub. Скачай 1.4.5 (или ниже) и радуйся жизни.
На будущее: качай моды ТОЛЬКО с CurseForge или Modrinth.
